IMMEDIATE ACTION NEEDED ON JOB CORPS PRIVACY AND PROCUREMENT ISSUES

The on-going OIG audit of the Job Corps system to transport students between home and the Centers detected two issues which require immediate management attention.

The Job Corps utilizes a private contractor to make the preponderance of student transportation arrangements. Our audit found (1) staff from the Job Corps Data Center, Job Corps Centers, and the contractor have released student social security numbers in violation of the Privacy Act and the Social Security Act, and (2) no valid, legal authority for the continued use of the current contractor as the primary provider of student transportation arrangements.

The OIG believes each issue could result in legal consequences adversely impacting the operation of the Job Corps program, and in placing the Department at financial risk. Consequently, we recommended that Job Corps:

  • halt the unauthorized release of student social security numbers;
  • find an alternative strategy to provide travel arrangements for students; and
  • ensure future commitments to providers of student travel are valid.

ETA agreed with the recommendations. Job Corps officials have indicated they will immediately implement procedures to stop the release of student social security numbers, improve procedures for making student travel arrangements, and strengthen its general oversight capabilities.
